Professional Experience

Chad Stokes represents clients in municipal, energy, environmental, and land use matters, assisting them with permitting, contract negotiations, rate proceedings, public meetings laws, public records laws, public contracting, administrative litigation, and other regulatory matters.

Mr. Stokes regularly represents clients before the Oregon Public Utility Commission (OPUC), the Washington Utilities and Transportation Commission (WUTC), the Oregon Department of Environmental Quality, Oregon land use agencies, the Land Use Board of Appeals, the Federal Energy Regulatory Commission (FERC), the Bonneville Power Administration (BPA), and state and federal courts.

Mr. Stokes also assists clients in the development of electric generation facilities, wind property, and biodiesel property.
